Improvements planned for Common Origination and Disbursement

Some improvements are coming to the Common Origination and Disbursement system, but there will be some outages for the Department of Education to put those improvements in place.

The Department of Education announced today (March 14, 2019) the plan to implement new Common Origination and Disbursement (COD) System functionality. This functionality supports the Campus-Based programs and the processing of Federal Pell Grant (Pell Grant), Iraq and Afghanistan Service Grant, Teacher Education Assistance for College and Higher Education (TEACH) Grant, and William D. Ford Federal Direct Loan (Direct Loan) awards for the 2019-20 Award Year.

To implement this new functionality, the COD system and the StudentLoans.gov website will be down during the period April 5-7, 2019.

With this implementation, the Department of Education will also transition the Return of Title IV (R2T4) on the Web application to the COD System. For more information about this transition, refer to R2T4 Transition announcements #1, #2, and #3.

Note: All actual disbursements with a disbursement date from April 5, 2019 through April 7, 2019 must be received, and subsequently accepted, by the COD System no later than 9 a.m. ET on Friday, April 5, 2019, in order to generate the appropriate funding level increase prior to the outage. Disbursements submitted by the deadline but not subsequently accepted or disbursements submitted after the deadline will be processed and funded after the outage.

In addition, between 11 p.m. ET on Friday, April 5, 2019 and 11 a.m. ET on Sunday, April 7, 2019:

  • Users will not be able to submit or retrieve data via the COD website.
  • Users will not be able to access the COD Reports area of the COD website.
  • An individual will not be able to complete any actions or view loan correspondence via the StudentLoans.gov website.
